SAN DIEGO (AP) — Move over vampires, goblins and haunted houses, this kind of Halloween terror aims to shake up even the toughest warriors: An untold number of so-called zombies are coming to acounterterrorism summit attended by hundreds of Marines, Navy special ops, soldiers, police, firefighters and others to prepare them for their worst nightmares.

"This is a very real exercise, this is not some type of big costume party," said Brad Barker, president of Halo Corp, a security firm hosting the Oct. 31 training demonstration during the summit at a 44-acre Paradise Point Resort island on a San Diego bay. "Everything that will be simulated at this event has already happened, it just hasn't happened all at once on the same night. But the training is very real, it just happens to be the bad guys we're having a little fun with."

Hundreds of military, law enforcement and medical personnel will observe the Hollywood-style production of a zombie attack as part of their emergency response training.

In the scenario, a VIP and his personal detail are trapped in a village, surrounded by zombies when a bomb explodes. The VIP is wounded and his team must move through the town while dodging bullets and shooting back at the invading zombies. At one point, some members of the team are bit by zombies and must be taken to a field medical facility for decontamination and treatment.

"No one knows what the zombies will do in our scenario, but quite frankly no one knows what a terrorist will do," Barker said. "If a law enforcement officer sees a zombie and says, 'Freeze, get your hands in the air!' What's the zombie going to do? He's going to moan at you. If someone on PCP or some other psychotic drug is told that, the truth is he's not going to react to you."

The keynote speaker beforehand will be a retired top spook — former CIA Director Michael Hayden.

"No doubt when a zombie apocalypse occurs, it's going to be a federal incident, so we're making it happen," Barker said. Since word got out about the exercise, they've had calls from "every whack job in the world" about whether the U.S. government is really preparing for a zombie event.

Called "Zombie Apocalypse," the exercise follows the federal Centers for Disease Control and Prevention's campaign launched last year that urged Americans to get ready for a zombie apocalypse, as part of a catchy, public health message about the importance of emergency preparedness.

The Homeland Security Department jumped on board last month, telling citizens if they're prepared for a zombie attack, they'll be ready for real-life disasters like a hurricane, pandemic, earthquake or terrorist attack. A few suggestions were similar to a few of the 33 rules for dealing with zombies popularized in the 2009 movie "Zombieland," which included "always carry a change of underwear" and "when in doubt, know your way out."

San Diego-based Halo Corp. founded by former military special ops and intelligence personnel has been hosting the annual counterterrorism summit since 2006.

The five-day Halo counterterrorism summit is an approved training event by the Homeland Security Grant Program and the Urban Areas Security Initiative, which provide funds to pay for the coursework on everything from the battleground tactics to combat wounds to cybersecurity. The summit has a $1,000 registration fee and runs Oct. 29-Nov 2.

Conferences attended by government officials have come under heightened scrutiny following an inspector general's report on waste and abuse at a lavish 2010 Las Vegas conference that led to the resignation of General Services Administrator Martha Johnson. The Las Vegas conference featured a clown, a mind-reader and a rap video by an employee who made fun of the spending.

Joe Newman, spokesman of the watchdog organization Project on Government Oversight, said he does not see the zombie exercise as frivolous.

"We obviously are concerned about any expenditure that might seem frivolous or a waste of money but if they tie things together, there is a lesson there," Newman said. "Obviously we're not expecting a zombie apocalypse in the near future, but the effects of what might happen in a zombie apocalypse are probably similar to the type of things that happen in natural disasters and manmade disasters. They're just having fun with it. We don't have any problems with it as a teaching point."

Defense analyst Loren Thompson agreed.

"The defining characteristics of zombies are that they're unpredictable and resilient. That may be a good way to prepare for what the Pentagon calls asymmetric warfare," Thompson said.

Organizers can also avoid the pitfalls of using a mock enemy who could be identified by nationality, race or culture — something that could potentially be seen as offensive.

"I can think of a couple of countries where the local leaders are somewhat zombie-like," he joked. "But nobody is going to take this personally."

Marines Not Permitted Live Ammo.

Pentagon denies reports on Marine blogs that U.S. embassy did not authorize service members to carry ammo.

UPDATE: A Marine spokesperson at the Pentagon denied reports that U.S. Marines defending the American embassy in Egypt were not permitted by the State Department to carry live ammunition in a statement to Fox News Thursday.

Pentagon Lt. Col. Chris Hughes told the outlet: “The ambassador and RSO (Regional Security Officer) have been completely and appropriately engaged with the security situation. No restrictions on weapons or weapons status have been imposed. This information comes from the Det Commander at AMEMB (American Embassy) Cairo.”

The statement came in response to reports that U.S. Marines defending the American embassy in Egypt were not permitted by the State Department to carry live ammunition.

Ambassador to Egypt Anne Patterson “did not permit U.S. Marine guards to carry live ammunition,” according to multiple reports on U.S. Marine Corps blogs spotted by Nightwatch. “She neutralized any U.S. military capability that was dedicated to preserve her life and protect the US Embassy.”

Time magazine’s Battleland blog also reported Thursday that “senior U.S. officials late Wednesday declined to discuss in detail the security at either Cairo or Benghazi, so answers may be slow in coming.”

If true, the reports indicate that Patterson shirked her obligation to protect U.S. interests, Nightwatch states.

“She did not defend U.S. sovereign territory and betrayed her oath of office,” the report states. “She neutered the Marines posted to defend the embassy, trusting the Egyptians over the Marines.”

While Marines are typically relied on to defend U.S. territory abroad, such as embassies, these reports indicate that the Obama administration was relying on Egypt’s new Muslim Brotherhood-backed government to ensure American security, a move observers are questioning as violence in Cairo continues to rage.

Marc Toner, the State Department’s deputy spokesperson, did not respond to a request for comment from the Free Beacon. White House National Security Council spokesperson Tommy Vietor also did not respond to a request for comment.

The U.S. ambassador to any nation ultimately decides whether Marines are authorized to carry ammunition, according to a GOP national security adviser knowledgeable about American embassy protocols.

“In the end, the ambassador of any country has the final call on what to do in a country,” the source said. “The buck stops with you. You make every decision.”

Security procedures are subjective and subject to change depending on locale, the source said.

Each ambassador, in consultation with their Regional Security Officer (RSO), sets the policy regarding the rules of engagement, according to the adviser. The RSO is responsible for coordinating all security measures and reports directly to the ambassador in any given nation.

“A decision or order to set rules of engagement that you can’t carry live ammunition and can’t engage violent crowds climbing over your walls and tearing down your flag stems from direct orders from the Chief of Mission and possibly whoever the Chief of Mission reports to,” the source explained.

Given that the siege of the Cairo embassy unfolded over many hours, the source wondered if new orders pertaining to the rules of engagement were ever issued.

Ambassador Patterson was in Washington D.C. during the attacks, according to reports.

“I cannot believe that over an eight hour period that nobody … in that chain of command did not ask those questions of their superiors,” the source said. “These protestors did not just appear and within 20 minutes climb the wall.”

Several sources familiar with foreign embassies in international hotspots who contacted the Free Beacon said that the U.S. government often adheres to a policy of not permitting security officers and other personnel to carry loaded weapons.

Others indicated that in some instances, embassy personnel were prohibited from carrying weapons on embassy grounds altogether.

Judge Orders Release Of Detained Marine Veteran.

HOPEWELL, Va. (WTVR) – A Hopewell circuit court judge has ordered that a Marine veteran detained over anti-government Facebook posts be released from a psychiatric hospital.

CBS 6 News’ Catie Beck said the Judge Allan Sharrett dismissed the case Thursday against Brandon Raub. The judge said the original petition for Raub’s detention contained no facts. In other words, there was no information on why Raub was being held — and the judge deemed this violated his civil liberties.

As a result, the judge ruled the government had no grounds to hold Raub.

Beck said the judge is in the process of writing an order for Raub’s release. He is expected to be released from a the hospital in Salem, Virginia Thursday afternoon.

The decorated U.S. Marine veteran was questioned by FBI agents about his Facebook postings and then hauled away from his Chesterfield County home in handcuffs last Thursday.

CBS 6 checked his criminal history and found it to be clean. And Brandon Raub’s mother told CBS 6 News’ Mark Holmberg that her son he had no mental health history. [READ MORE: Mother of detained Marine vet says he’s a patriot, not a threat]

“He never was violent or psychotic or anything like that,” Cathleen Thomas told CBS 6. “There were just conversations we had back and forth, very deep.”

Cell phone video shot by a friend that showed Raub being thrown to the ground and then put into a police car has gone viral on Youtube. His story, portrayed as a patriot whose free speech rights have been violated, has shot across the country.

A number of protestors gathered outside John Randolph Medical Center Monday, where Raub was being detained. Earlier this week, a judge approved a motion to transfer Raub to the Veterans Hospital in Salem.

The Rutherford Institute, a Charlottesville-based civil liberties group whose lawyers represented Raub, argued his arrest was was improper and unlawful. However, federal agents contend that Facebook posts made by Raub were “terrorist in nature.”

A former Marine who served two tours in Afghanistan with Raub told CBS 6 News’ Catie Beck Monday that Raub is a courageous and patriotic young man with showed no signs of posttraumatic stress disorder. Additionally, the man said he believes a mental evaluation would find Raub sane — and not someone who is capable of a terroristic threat.

The US Government’s Double Standard of who is a Terrorist.

There is a double standard in the US government when it comes to who is a terrorist and who is not. We know who is part of the government and who is the enemy of the establishment. Homeland Security has designated returning veterans returning from Iraq and Afghanistan as potential terrorist in their intelligence reports they passed out to all local law enforcement agencies.

First, we have a former US Marine who is now being detained in a Psych Ward for Facebook post that just expressed his opposition to the New World Order and the Banking system. He is being punished for his free speech. I thought the State of Virginia would not go along with the NDAA, yet they allowed the Feds to come in and violate this highly decorated US Marine his right to due process and his right to Habeas Corpus. Where is the Virgina State Governor or the Attorney General, should they be fighting for this former Marine Right ot Free Speech and Dee Process under the law?”

Then we have the new Black Panther Party who has in the past made terroristic threats against white Americans in the Treyvon Martin case. They have made real threats of using guns and starting riots actually killing white people in their racist remarks. Now the Black Panther party is back against making threats again against the conservatives at the Republican National Convention. In both cases, the Black Panther Group was calling for actual violence.

This the same Black Panther Group back on Election day on Nov. 2008 threatening voters waiting to go inside the polling place to vote. The US Justice Department was supposed to investigate the matter. Looking at the video footage, those words are terroristic threats. Eric Holder and the Justice Department looked the other way and did not pursue prosecution. It just shows our government is not about justice, but the end justifies the means philosophy.

We have the Shooting at the Family Research Council by a not case reading the Southern Poverty Law Center calling this organization a hate group. There is nothing calling this a hate crime or calling for tolerance. It barely made it on the radar screen in the mainstream media.

When there was the Gabriel Giffords Shooting. The Death of a Constable near Texas A&M in a shootout, the Auroora Shooting in a movie theater and the Sikh Temple shooting. and the killing of Police officers in New Orleans. There is a knee jerk reaction to blame it on the Tea Party and Patriots as a way to demonize their political enemies and opposition. This shows the hypocrisy of the US Government and the Media of who is a terrorist.

There is a double standard when it comes to who is a terrorist and who is not. A US Marine makes a few comments on Facebook against the ruling establishment and the racist organization that is making real threats against a group of people at a political event. Chances are the Black Panthers are a FBI COINTELPRO operation for the purpose of inciting hatred. The Feds will not touch them,

If we made the comments the Black Panthers made. We would all be taken away by a SWAT team so fast. The media would make a firestorm out of it for weeks to come. All the Tap Party people and Patriots would be demonized as haters. They would have a field day if we made such threats. The US Government is desperate to demonize their political enemies

The US Marine speaking out, even though some of his Facebook comments were ill advised. It did not call for violence like the Black Panthers have called. The detention of the US Marine is nothing more then just trying to send a chilling effect to all the patriots and lovers of liberty to stay silent not to speak out opposing the New Word Order or they will be arrested.

Why is the DHS at the RNC convention saying look out for them Ron Paul people and not pay attention to the Black Panthers who actually made threats against conservatives. In the Black Panthers own words said specifically how they will hurt the republicans in Tampa. Why are they not being arrested? Because they are all Feds in disguise being used to incite violence to provoke the patriots.

The Black Panthers with the blessing of COINTELPRO will try to provoke something in Tampa to blame it on the Patriots and the Ron Paul supporter as racist using agent provocateurs to incite violence. I hope we have vigilant people on the ground in Tampa to neutralize these threats so everything stays peaceful without incident. The Patriots are the number one enemy according to the US Government they are desperate to discredit and demonize. Let’s not give them a good excuse to let that happen.

Unlike: Marine 'To Be Dismissed' In Shame For Criticizing Obama On Facebook.

US marine Sgt. Gary Stein should be dismissed for criticizing President Barack Obama on his Facebook page: that is the verdict passed by a military board looking into Stein’s case.

Following a special hearing at Marine Corps Base Camp Pendleton, the corps board recommended that the marine is given the other-then-honorable discharge stripping him of benefits. If the ruling passes, Stein will also be banned from any US military base.

Stain’s lawyers insist that their client, who superimposed images of Obama’s face on a poster for the movie called “Jackass”, did nothing more than exercise his right to free speech.

"We are truly surprised and disappointed but it was an honor to fight for a hero like Sgt. Stein and every other marine's right to speak freely," Stein’s defense lawyer marine Captain James Baehr said, as quoted by the Associated Press news agency.

Baehr stressed that Stein had, in fact, not broken any existing law.

Both the American Civil Liberties Union and United States Justice Foundation, two groups of which Stein’s lawyers are members, claim that his First Amendment rights are being violated.

However, prosecutor Captain John Torresala told the panel that the nine-year marine had repeatedly violated Pentagon policies which limit the free speech rights of service members. He said that Stein should be dismissed after ignoring a warning from his superiors about his Facebook activities.

According to Torresala, the marine’s improper anti-Obama Facebook comments and postings could have influenced junior marines.

On his Facebook page called Armed Forces Tea Party, Sgt. Gary Stein also superimposed Obama’s face on a poster for the movie The Incredibles, renaming it into The Horribles. The Marine Corps board decided to take action after Stein declared on Facebook that he would not follow unlawful orders, including from Obama.

Sgt. Gary Stein insists that all Facebook views were his own and not the military’s. He has also put a relevant disclaimer on his Facebook page.

Until the final decision is made, the marine has been moved from his job at the marine recruiting depot in San Diego and assigned a desk job with no access to a computer.

Pentagon policies limit servicemen’s freedom of speech, which includes criticizing the country’s commander-in-chief. Military personnel cannot set up a political club and must refrain from supporting any political party or candidate on TV or at any public event. Commissioned officers are also banned from using contemptuous words against senior officials.

Marine Charged For Criticizing Obama

On Wednesday Marine Sgt. Gary Stein was notified by the Marine Corps that he was in violation of the Pentagon’s policy for blatantly condemning President Obama and Defense Secretary Leon Panetta.

Stein’s actions could now lead to his dismissal and a possible downgrade in ranking.

The Marine who is based in Camp Pendleton, California, created a Facebook page called “Armed Forces Tea Party,” which currently has approximately 19,000 likes and has photos showcasing slogans such as “NObama” and “One Nation, under Obama, with poverty and unemployment for all,” has been under the microscope since 2010.

Stein was first warned by his superiors two years ago after he launched the social media page on Facebook critiquing Obama care. Stein offered to remove the page while he revised the rules at the bidding of his superiors.

According to Stein, after the revision of the rules he determined he was not in violation.

Earlier this month the Marine Corps released a statement alleging Stein's commanding officer ordered a preliminary inquiry of the social media page after hearing allegations that Stein posted controversial political statements about the Commander in Chief on Facebook.

The remarks made by the sergeant were in reference to an online debate regarding NATO permitting US troops to be put on trial for burning copies of the Quran in Afghanistan.

The statement that got the Marine into this predicament was he claimed he would not follow orders from the president if the orders meant he had to detain US citizens, disarming them or doing anything that would violate their constitutional rights.

"After reviewing the findings of the preliminary inquiry, the commander decided to address the allegations through administrative action," the Corps said.

According to the Associated Press, Stein created the page in hopes of encouraging fellow servicemen and women to exercise their right to free speech. He also added that he would not follow the “unlawful” orders of the president.

But on the page it clearly states the page is “to offer a forum that will allow the voices of the US Armed Forces to stand with the Tea Party movement, and be heard.”

The Marine added, "I've done nothing wrong. I've only stated what our oath states that I will defend the constitution and that I will not follow unlawful orders. If that's a crime, what is America coming to?"

Stein is now fighting the charges and claiming his innocence for violating the Pentagon’s policies and submitted the paperwork to extend his service with the Marine Corp which is due to expire in a few months, reported the AP.

If his actions lead to a violation of the Pentagon’s policy he will be discharge and have his rank lowered to lance corporal.

According to Pentagon policy, military persons in uniform cannot support or sponsor a political club or party. Also participating in any kind of mass media interview or discussion regarding political parties or a specific candidate are strictly prohibited. Commissioned officers are banned from using disdainful remarks against senior officials, including the defense secretary or the president.
