Police Debut Stun Cuffs: Electroshock Restraints More Powerful Than Tasers

A Missouri Sheriff’s Department is testing electronic restraints called “Stun Cuffs,” which can deliver up to 80,000 volts to an inmate’s arm or leg by remote control.



As revealed in the video, the wearer fell completely to the floor after being shocked remotely from a distance which can reach up to 100 yards.

“Does that hurt?” One of the officers asked the wearer while laughing. “Stop resisting!”

Stun cuffs are “a very effective tool,” according to Capt. Hovey of the Buchanan Co. Sheriff’s Dept. as reported by KQTV.  “It affects the muscles of the body and it doesn’t really affect anything else.”

In particular, he claimed that the shock did not affect the wearer’s heart.

“What it does really is just sends a charge through the body that locks up your muscles,” he added.

Capt. Hovey said that the Stun Cuffs, which cost $2,200 a piece, have a few “kinks” to work out before they are fully implemented.

The Stun Cuffs are more powerful than the electroshock weapon currently in use by police departments nationwide: the Taser.

Police Tasers send 50,000 volts and a few milliamps to its target and at least 500 people have died after being shot by them, either during their arrest or while in police custody.

Although police departments say that Taser use can save lives, the weapons are often abused by being used multiple times on an unarmed victim who later dies.

“Of the hundreds who have died following police use of Tasers in the United States, dozens and possibly scores of deaths can be traced to unnecessary force being used,” said Susan Lee, a former program director at Amnesty International. “This is unacceptable, and stricter guidelines for their use are now imperative.”
Considering such a track record for Tasers, Stun Cuffs, which are more powerful and susceptible to both officer abuse and technology flaws, could also lead to the deaths of detainees.

Report: Obamacare Provision Will Allow 'Forced' Home Inspections by Gov't Agents.

Citing the Heath and Human Services website, a report posted Wednesday at the Freedom Outpost says that under Obamacare, government agents can engage in "home health visits" for those in certain “high-risk” categories.

Those categories include:
• Families where mom is not yet 21;
• Families where someone is a tobacco user;
• Families where children have low student achievement, developmental delays, or disabilities, and
• Families with individuals who are serving or formerly served in the armed forces, including such families that have members of the armed forces who have had multiple deployments outside the United States.

According to HHS, the visits fall under what is called the "Maternal, Infant and Early Childhood Home Visiting Program" allegedly designed to “help parents and children,” and could impact millions of Americans.
Constitutional attorney and author Kent Masterson Brown said that despite what HHS says, the program is not “voluntary."

"The eligible entity receiving the grant for performing the home visits is to identify the individuals to be visited and intervene so as to meet the improvement benchmarks," he said. "A homeschooling family, for instance, may be subject to 'intervention' in 'school readiness' and 'social-emotional developmental indicators.' A farm family may be subject to 'intervention' in order to 'prevent child injuries.' The sky is the limit."

Joshua Cook said that while the administration would claim the program only applies to those on Medicaid, the new law, by its own definition, has no such limitation.

"Intervention," he added, quoting Brown, "may be with any family for any reason. It may also result in the child or children being required to go to certain schools or taking certain medications and vaccines and even having more limited – or no – interaction with parents. The federal government will now set the standards for raising children and will enforce them by home visits.”

According to Cook, the program will require collection of a massive amount of private information including all sources of income and the amount gathered from each source.

One of the areas of emphasis mentioned by HHS is the "development of comprehensive early childhood systems that span the prenatal-through-age-eight continuum."

Last session, Cook added, South Carolina State Rep. Bill Chumley introduced a measure that would make the forced home visitations illegal in his state. The measure passed in the House but died in the Senate.
In 2011, he noted, HHS said $224 million would be allocated to support these home visiting programs.

Putin: Syria Chemical Attack Is ‘Rebels' Provocation In Hope Of Intervention’

The alleged chemical weapons use in Syria is a provocation carried out by the rebels to attract a foreign-led strike, Russian President Vladimir Putin said at the G20 summit.

There was no 50/50 split of opinion on the notion of a military strike against the Syrian President Bashar Assad, Putin stressed refuting earlier assumptions.

Only Turkey, Canada, Saudi Arabia and France joined the US push for intervention, he said, adding that the UK Prime Minister’s position was not supported by his citizens.

Russia, China, India, Indonesia, Argentina, Brazil, South Africa and Italy were among the major world’s economies clearly opposed to military intervention. 

President Putin said the G20 nations spent the “entire” Thursday evening discussing the Syrian crisis, which was followed by Putin’s bilateral meeting with UK Prime Minister David Cameron that lasted till 3am Moscow time. 

Russia “will help Syria” in the event of a military strike, Putin stressed as he responded to a reporter’s question at the summit. 

“Will we help Syria? We will. And we are already helping, we send arms, we cooperate in the economics sphere, we hope to expand our cooperation in the humanitarian sphere, which includes sending humanitarian aid to support those people – the civilians – who have found themselves in a very dire situation in this country,” Putin said. 

Putin said he sat down with US President Barack Obama on the sidelines of the G20 summit and talked for about half an hour in “a friendly atmosphere”.

Although the Russian and the American leaders maintained different positions regarding the Syrian issue, Putin said they “hear” and understand each other.

Russian Foreign Minister Sergey Lavrov and US Secretary of State John Kerry will continue discussing the situation in Syria “in the short run,” Putin said. 

Meanwhile, President Obama reiterated in his summit speech that the US government believes Syrian President Bashar Assad’s forces were behind the chemical weapons use.

Obama pledged to make a good case on the issue for both the international community and the American people, saying many nations are already “comfortable” with the US’ opinion. 

While admitting “a number of countries” at the summit stressed any military action plan should go through the UN Security Council, Obama said the US is in a different “camp” that questioned the UNSC effectiveness.

“Given the Security Council’s paralysis on this issue, if we are serious about upholding a ban on chemical weapons use, then an international response is required and that will not come through the Security Council action,” Obama said.

Syrian Army Crushes U.S.-Backed Rebel Assault From Jordan.

LONDON — President Bashar Assad has defeated a U.S. effort to use
Jordan as a launching pad for the overthrow of his regime.

Western diplomatic sources said Assad’s military and security forces
crushed a U.S. campaign to send hundreds of trained and equipped Sunni
rebels from Jordan to regain a key city in southern city.

The sources said a force sponsored by the Western-backed Free Syrian Army failed to reach even 10 kilometers within Syria before the rebels were detected and attacked by the Syrian Army.

“This was a well-trained and equipped force meant to eventually reach Damascus and overthrow the regime,” a source said. “Instead, the rebels crossed the Jordanian border and within hours were on the run.”
The sources said the FSA force, with fighters from Egypt and Saudi Arabia, consisted of two battalion-size units, or nearly 600 fighters.

The sources said the fighters, trained by the CIA as well as Jordan’s Special Operations Force Command, were equipped with anti-tank, anti-aircraft missiles as well as night-vision systems.

Most of the equipment was said to have come from the former Yugoslavia.
Since late 2012, Jordan has served as the main venue for the U.S.-sponsored
project to train and equip Syrian rebels.

On Aug. 17, the two FSA units crossed the Jordanian border for the
nearby Syrian city of Dera, a distance of fewer than 15 kilometers. But the
sources said the FSA fighters were immediately besieged by Druse and Bedouin
militias and refused help by Al Qaida-aligned units.

“Nobody wanted them, and even those who have been fighting Assad saw
them as a threat,” another source said.

Within hours, Syrian Army units arrived and pursued FSA fighters west
toward the Golan Heights and the frontier with Israel. The sources said
discipline broke down within the FSA units and some of the fighters tried to
attack a United Nations peace-keeping force in the Golan in an attempt to
acquire human shields.

“The CIA plan was simple: To establish an FSA presence in southern Syria
that would serve as a magnet for other opposition forces to march on to
Damascus,” the second source said.

By Aug. 20, the sources said, the FSA force, which contained Western
mercenaries disguised as rebels, was routed, with elements besieged by
Syrian Army units. They said the FSA defeat ended U.S. hopes of using Jordan
for a rapid rebel advance that could decide the Syrian war in 2013.

The sources said the defeat highlighted the increasing isolation of
Washington in directing the rebel campaign in Syria. They said the U.S.
strategy drew from the revolt against Col. Moammar Gadhafi in Libya in
2011, in which NATO allies used Benghazi as a launching pad for attacks.

“The Americans have been pursuing this Benghazi strategy for more than a
year despite the fact that Syria is not Libya, Assad is certainly not
Gadhafi, and that Damascus has powerful allies that are fighting to save
the regime,” the second source said. “But the feeling among the allies is
that America is not listening.”
