Horse Meat Inspection Ban Lifted In The U.S.

TULSA, Okla. -- Horses could soon be butchered in the U.S. for human consumption after Congress quietly lifted a 5-year-old ban on funding horse meat inspections, and activists say slaughterhouses could be up and running in as little as a month.

Slaughter opponents pushed a measure cutting off funding for horse meat inspections through Congress in 2006 after other efforts to pass outright bans on horse slaughter failed in previous years. Congress lifted the ban in a spending bill President Barack Obama signed into law Nov. 18 to keep the government afloat until mid-December.

It did not, however, allocate any new money to pay for horse meat inspections, which opponents claim could cost taxpayers $3 million to $5 million a year. The U.S. Department of Agriculture would have to find the money in its existing budget, which is expected to see more cuts this year as Congress and the White House aim to trim federal spending.

The USDA issued a statement Tuesday saying there are no slaughterhouses in the U.S. that butcher horses for human consumption now, but if one were to open, it would conduct inspections to make sure federal laws were being followed. USDA spokesman Neil Gaffney declined to answer questions beyond what was in the statement.

The last U.S. slaughterhouse that butchered horses closed in 2007 in Illinois, and animal welfare activists warned of massive public outcry in any town where a slaughterhouse may open.

"If plants open up in Oklahoma or Nebraska, you'll see controversy, litigation, legislative action and basically a very inhospitable environment to operate," predicted Wayne Pacelle, president and chief executive of The Humane Society of the United States. "Local opposition will emerge and you'll have tremendous controversy over slaughtering Trigger and Mr. Ed."

But pro-slaughter activists say the ban had unintended consequences, including an increase in neglect and the abandonment of horses, and that they are scrambling to get a plant going – possibly in Wyoming, North Dakota, Nebraska or Missouri. They estimate a slaughterhouse could open in 30 to 90 days with state approval and eventually as many as 200,000 horses a year could be slaughtered for human consumption. Most of the meat would be shipped to countries in Europe and Asia, including France and Japan.

Dave Duquette, president of the nonprofit, pro-slaughter group United Horsemen, said no state or site has been picked yet but he's lined up plenty of investors who have expressed interest in financing a processing plant. While the last three slaughterhouses in the U.S. were owned by foreign companies, he said a new plant would be American-owned.

"I have personally probably five to 10 investors that I could call right now if I had a plant ready to go," said Duquette, who lives in Hermiston, Ore. He added, "If one plant came open in two weeks, I'd have enough money to fund it. I've got people who will put up $100,000."

Sue Wallis, a Wyoming state lawmaker who's the group's vice president, said ranchers used to be able to sell horses that were too old or unfit for work to slaughterhouses but now they have to ship them to butchers in Canada and Mexico, where they fetch less than half the price.

The federal ban devastated "an entire sector of animal agriculture for purely sentimental and romantic notions," she said.

Although there are reports of Americans dining on horse meat a recently as the 1940s, the practice is virtually non-existent in this country, where the animals are treated as beloved pets and iconic symbols of the West.

Lawmakers in California and Illinois have banned the slaughter of horses for human consumption, and more than a dozen states tightly regulate the sale of horse meat.

Federal lawmakers' lifting of the ban on funding for horse meat inspections came about in part because of the recession, which struck just as slaughtering stopped. A federal report issued in June found that local animal welfare organizations reported a spike in investigations for horse neglect and abandonment since 2007. In Colorado, for example, data showed that investigations for horse neglect and abuse increased more than 60 percent – from 975 in 2005 to almost 1,600 in 2009.

The report from the U.S. Government Accountability Office also determined that about 138,000 horses were transported to Canada and Mexico for slaughter in 2010, nearly the same number that were killed in the U.S. before the ban took effect in 2007. The U.S. has an estimated 9 million horses.

Cheri White Owl, founder of the nonprofit Horse Feathers Equine Rescue in Guthrie, Okla., said she's seen more horse neglect during the recession. Her group is caring for 33 horses now and can't accept more.

"A lot of the situation is due to the economy," she said, "People deciding to pay their mortgage or keep their horse."

But White Owl worries that if slaughterhouses open, owners will dump their unwanted animals there instead of looking for alternatives, such as animal sanctuaries.

Animal rights groups also argue that slaughtering is a messy, cruel process, and some say it would be kinder for owners to have their horses put to sleep by a veterinarian.

"Euthanasia has always been an option," Pacelle said. But "if you acquire a horse, you should be a responsible owner and provide lifetime care."

The fight over horse slaughtering has pitted lawmakers of the same party against each other.

Sen. Max Baucus, D-Mont., said the poor economy has resulted in "sad cases" of horse abandonment and neglect and lifting the ban will give Americans a shot at regaining lost jobs and making sure sick horses aren't abandoned or mistreated.

But U.S. Rep. Jim Moran, D-Va., is lobbying colleagues to permanently ban horse slaughter because he believes the process is inhumane.

"I am committed to doing everything in my power to prevent the resumption of horse slaughter and will force Congress to debate this important policy in an open, democratic manner at every opportunity," he said in a statement.

Al-Qaeda Terrorists Airlifted From Libya to Aid Syrian Opposition

The same Al-Qaeda terrorists who fought U.S. troops in Iraq and helped NATO overthrow Colonel Gaddafi are now being airlifted into Syria to aid rebels there in toppling President Bashar al-Assad.

Libyan RebelLibya’s transitional ruling authority has agreed to send weapons and fighters over to Syria to help the Free Syrian Army fight government forces.

“There is something being planned to send weapons and even Libyan fighters to Syria,” a Libyan source told the London Telegraph, speaking on condition of anonymity. “There is a military intervention on the way. Within a few weeks you will see.”

In a separate piece, the Telegraph also reports that terrorist commander Abdulhakim Belhadj, now head of the Tripoli Military Council, “met with Free Syrian Army leaders in Istanbul and on the border with Turkey,” after being sent there by Mustafa Abdul Jalil, the interim Libyan president.

A rival Libyan rebel brigade detained Belhadj at Tripoli airport for traveling on a fake passport and threatened to jail him before Jalil stepped in to intervene.

“Members of the Free Syrian Army on the borders of Lebanon and Turkey denied rumours circulating in Tripoli that “hundreds” of Libyans had tried to cross into Syria,” states the article, amidst other reports that Libyans have already been detained trying to infiltrate the country from the Turkish border.

As we previously documented, Abdulhakim Belhadj is the former front man for the Libyan Islamic Fighting Group (LIFG), designated as a terrorist organization by the US State Department.

Belhadj was captured by the CIA in Malaysia in 2003 and extradited to Libya where Colonel Gaddafi had him imprisoned. Belhadj is a committed jihadist who fought with the Taliban against U.S. troops in Afghanistan. Libyan rebel leader Abdel-Hakim al-Hasidi also admitted that Belhadj’s LIFG fighters were the second-largest cohort of foreign fighters in Iraq, responsible for killing U.S. troops.

A 2007 West Point report indicated that the Benghazi-Darnah-Tobruk area of Libya is a world capital for Al-Qaeda or mujahideen suicide bomber recruitment. Author Webster Tarpley details this intelligence in his excellent analysis piece, The CIA’s Libya Rebels: The Same Terrorists who Killed US, NATO Troops in Iraq. The West Point report detailed how the LIFG and Al-Qaeda had formed an “increasingly co-operative relationship”.

Libyan rebels have gone on to impose a “reign of terror” across the country, throwing blacks in concentration camps while torturing and murdering thousands of others before imposing Sharia law. The official Al-Qaeda flag now flies high and proud above Libyan cities as armed gangs roam the streets.

Following the fall of Tripoli, reports circulated that Libyan rebels had acquired a deadly arsenal of weapons, many of which are now on their way to Syria to aid in the overthrow of Assad.

“Qatar and Turkey were reported to be airlifting “volunteers” from Libya to fight alongside the rebel Free Syrian Army, some also transporting weapons,” reports Israeli intelligence source DebkaFile.

These terrorists have already been implicated in the killing of 10 air force personnel at a Syrian military base last week, even as the western media continues to characterize opposition fighters as “protesters,” just as they did with Libyan rebels who were commandeering fighter jets and firing rocket-propelled grenades.

While being hailed as liberators and freedom fighters by the media, terrorists who killed U.S. troops and who are now throwing black Libyans in torture camps, are yet again going to be used as the vanguard of the next act of US/NATO middle eastern regime change, all carefully orchestrated under the smoke and mirrors of the contrived “Arab Spring”.

In related developments, DebkaFile also reports that “Israeli armored brigades pushed forward up to the Lebanese and Syrian borders,” over the weekend, while US and Russian warships are now “in the midst of a naval buildup opposite Syrian shores.”

As we reported last week, in an identical pattern to how U.S. warships surrounded Libya in the days before the NATO bombardment began, the aircraft carrier George H.W. Bush was repositioned off the coast of Syria in recent days having moved from its usual theater of operations in the Straits of Hormuz.

This followed reports that Russian warships carrying sophisticated missile defense systems entered Syrian territorial waters last week as a deterrent to any NATO-led assault.

Drones cleared for domestic use across US

What do you know about drones? You know drones — those robotic, unmanned planes that fire missiles for the American military across Afghanistan, Pakistan and anywhere else the United States needs to get away with murder.

Well if you don’t know too much, don’t worry, that’ll change soon. The Federal Aviation Administration is looking into rules that will bring the controversial aircraft into the country, creating an United States airspace buzzing with tiny, robot planes to look over every inch of American soil — and maybe more.

An article published Tuesday in the Los Angeles Times reveals that new drone planes could be coming domestically quite soon, as both law enforcement and the agricultural sector are seeing benefits in keeping an arsenal of unmanned planes ready to patrol the skies. For farmers, drones could bring a new method of pumping pesticides into fields of crops from above; for the cops, the aircraft could conduct surveillance over suspected criminals (think police chopper but remote controlled). The Times reports that utility companies see a benefit in drones as well, giving them a new set of eyes to monitor oil, gas and water pipelines.

But with missile-equipped drones causing thousands of deaths overseas, the installation of a drone program stateside could be detrimental to America as the government all but deems the country fit as a warfront.

"It's going to happen," Dan Elwell, vice president of civil aviation at the Aerospace Industries Association, tells the Times. "Now it's about figuring out how to safely assimilate the technology into national airspace."

According to the Department of Homeland Security’s website, the government has already been using drones domestically for several years, but remains mostly mum on their missions, other than that they are regularly used for "support of disaster relief efforts."

In July, however, retired Air Force Maj. Gen. Michael Kostelnik, currently with the US Customs and Border Protection UAV program, told a congressional subcommittee that a third drone was being added to an arsenal of two that already fly over Texas to patrol the US/Mexico Border.

“On any given day there could be three or more (unmanned) aircraft in Texas,” said Kostelnik.

As the FAA investigates legislation to govern drones domestically for a variety of reasons, the US Air Force says that it will train more drone pilots than fighter and bomber pilots combined, reports National Public Radio. Though the military has not explicitly stated that they intend on flying Predator drones — the kind equipped with Hellfire missiles — through American airspace, it will soon have the manpower to up their robot game. Strangely enough, the US Senate is currently considering a provision to the National Defense Authorization Act which would make America a battlefield of itself, which RT reported on Monday.

Earlier this year, RT also revealed that the military is investing $23 billion into new drone crafts, and that the US has added bases to fly the planes in and out of across the world. A friendly fire strike gone disastrous in April killed two American troops mistaken as Taliban insurgents, and a September strike in Yemen killed two American citizens alleged to have ties to al-Qaeda. Following that strike, Republican Congressman Ron Paul told an audience during a televised GOP debate that “now we know American citizens are vulnerable to assassination.” A passing of the National Defense Authorization Act’s latest provision this week, coupled with a reinforced drone arsenal, could create such executions to be carried out stateside, by-the-books.

So far the FAA has issued 266 testing permits to allow for civilian drones in the United States, but the Times reports that the aircraft aren’t flying in large numbers yet, as the agency says that the crafts do not have the proper technology to keep them from crashing into each other as they start to soar in growing numbers. Small drones are being manufactured in the thousands, however, and AeroVironment Inc. has created a drone helicopter for police monitoring and intends on sending 18,000 of them to law enforcement agencies once the crafts have clearance. Those drones, reports the Times, weigh barely five pounds and could be controlled by a tablet computer.

"This is a tool that many law enforcement agencies never imagined they could have,” Steven Gitlin of the aerospace company tells the Times.

As the realm of drone-filled skies becomes a reality, Americans could be experiencing a police state that they never could have imagined, either.

AeroVironment’s planes are being manufactured particularly for law enforcement purposes and could create an eye-in-the-sky small enough to fit in the trunk of a car that'd monitor every action from high in the air — undetectable to the naked eye yet all knowing of every move.

"By definition, small drones are easy to conceal and fly without getting a lot of attention," John Villasenor, a UCLA professor and senior fellow at the Brookings Institution's Center for Technology Innovation, adds to the Times.

Also getting less attention are the programs used to create the crafts itself. A recent report in Wired.com’s Danger Room reveals that the US military has been keeping members of the press off of drone bases in increasing numbers as of late, keeping the progress of the program overseas highly unreported.

“The change in guidance wasn’t a light switch that turned off all public access to information about [remotely piloted aircraft],” Lt. Col. Tadd Sholtis, spokesman at Air Combat Command, tells Danger Room. “It was a recognition of the sensitive nature of the mission and the risks involved in unrestricted media access to an operational unit.”

The US government has repeatedly dismissed claims that put drone attacks in alarming numbers contrary to their own count, responsible for a shocking toll of deaths; though reporting overseas has unearthed figures that would frighten most people living under skies patrolled by drones. According to a report this year from Britain’s Bureau of Investigative Journalism, US drone strikes have killed nearly 400 civilians in Pakistan alone, and that the CIA has launched 291 attacks by the report’s publishing in August — eight percent more than the Central Intelligence Agency had admitted to. Casualties in all, adds the UK’s Bureau, are at least 40 percent higher than what the US has reported.

Standing up for his research, Bureau Editor Iain Overton tells CNN that "All of our sources are credible and transparent, and where contradictory information exists, we make that clear.”

"It is unfortunate that instead of engaging with our work, the CIA sees fit to smear it,” adds Overton.

Pentagon spokesperson George Little reported to the press this October that the US launched nearly 150 airstrikes with drones over Libya in just the few months of NATO involvement in the oust of Muammar Gaddafi.

With drones coming to a sky near you — and your neighborhood soon being considered a battlefield — the number of strikes could increase and come a little too close to home. Literally.

"Most Americans still see drone aircraft in the realm of science fiction," author Peter W. Singer tells the Times. "But the technology is here. And it isn't going away. It will increasingly play a role in our lives. The real question is: How do we deal with it?"

With lawmakers pushing for drones to dominate our skies, American civilians aren’t left with many options to deal with it than just that — deal with it.

Both sides of the aisle have shown support for drones.

GOP presidential hopeful Jon Huntsman said earlier this month that “an expanded drone program is something that would serve our national interests” and that it “must be done.” The Bureau of Investigative Journalism report earlier this year calculated that President Obama has been in office for around 236 drone strikes against Pakistan — or one for every four days in office.

Foreign policy aside, politicians have shown support for bringing drones to America. Now that the FAA has given it the go ahead, it is only a matter of time before the robotic whizzing of robotic crafts being a regular occurrence.

“We know that there are Predator drones being flown for practice every day because we're seeing them; we're preparing these young people to fly missions in these war zones that we have,” Texas Governor Rick Perry said in New Hampshire earlier this year. “But some of those, they have all the equipment, they're obviously unarmed, they've got the downward-looking radar, they've got the ability to do night work and through clouds.”

“Why not be flying those missions and using (that) real-time information to help our law enforcement?” asked Perry.

Last year the Obama administration got behind a $600 million border security bill that will bring two more drones to the US/Mexico border. Congress approved it in 2010.

By this summer, the Customs and Border Protection had six drones in their arsenal to monitor their border. For those not in Texas, Arizona or anywhere near the southwest US, however, you could expect to see those numbers increase. Be sure to wave if you see them, too. “You have a lot of police chiefs and sheriffs that would love to have this information,” Rep. Henry Cuellar, D-Laredo, said of the technology earlier this year.

“Technology is part of the long-term solution to securing the border,” Rep. Michael McCaul, R-Austin, said in a letter to Congress earlier this year.

Say good-bye to long-term. Drones are here and they are only going to get smaller, stealthier and greater in numbers.

Senate Rejects Amendment to ‘Indefinite Detention’ Bill

The Senate has overwhelmingly voted down an amendment to the National Defense Authorization Act that would have provided oversight to check the military’s power to arrest U.S. citizens as suspected terrorists on American soil and detain them indefinitely without trial.

“The Senate soundly defeated a move to strip out controversial language requiring mandatory detention of some terror suspects, voting it down 61 to 37 and escalating a fight with the Obama administration over the future course of the war on terror,” reports the National Journal.

The amendment, introduced by Colorado Senator Mark Udall, was an attempt to weaken Section 1031 of the NDAA bill, which would basically turn the entire “homeland” into a battlefield and allow the military to arrest individuals accused of being terrorists and detain them indefinitely without trial. Americans would be stripped of all constitutional rights and posse comitatus would cease to exist.

Confusion surrounding whether or not the bill would apply to American citizens was firmly put to bed by Republican Congressman Justin Amash yesterday, when he pointed out that the language clearly gives the executive branch the power of discretion to decide who is a terrorist, whether they are a U.S. citizen or not.

Amash described the ‘indefinite detention’ provision of the bill as “one of the most anti-liberty pieces of legislation of our lifetime.”

Senator Rand Paul has introduced a separate amendment that strikes Section 1031 from the bill altogether, but seeing as the Senate firmly rejected Udall’s watered down version, it’s unlikely Paul’s will be met sympathetically.

Although President Obama has threatened to veto the bill, political observers aren’t convinced that he will do so.

“He has said he will. Whether he will is a difficult question because, politically, it’s difficult to veto a defense spending bill that 680 pages long and includes authorization to spend on a whole range of military programs,” Daphne Eviatar, Senior Associate, Human Rights First’s Law and Security Program, told Democracy Now.

Eviatar’s organization has which has obtained signatures from 26 retired military leaders urging the Senate to vote down the legislation if the ‘indefinite detention’ provision is not removed.

“This would be the first time since the McCarthy era that the United States Congress has tried to do this,” warned Eviatar. “In the 1950’s, that was actually repealed before it was ever used. In this case have seen the administration very eagerly hold people without trial for 10 plus years in military detention, so there’s no reason to believe they wouldn’t continue to do that here. So we’re talking about indefinite military detention of U.S. citizens, of lawful U.S. residents as well as of people abroad.”

Charlie Walton, inventor of RFID, passes away at 89.

Charlie Walton, the inventor of an ubiquitous wireless technology known as RFID, has passed away at 89.

Walton, who lived in Los Gatos, died on Nov. 6, according to his wife Ann Walton. I once wrote an article about Walton while at the San Jose Mercury News and his efforts to proselytize RFID, known in long form as radio frequency identification.

These are the chips that go into the access control devices, so you can slap a badge across a reader to open the door to an office. They are also used in car locks and on shipping pallets so that companies can track expensive goods. Every time you use one of these chips, it would be nice if, once in a while, you thought about the man who invented them.

The passing of Steve Jobs recently gave Silicon Valley its first real experience with the mortality of the technology legends that we have all grown up with. But Walton’s passing reminds us that there are inventors who have toiled away in relative obscurity. Walton pioneered the technology as a lone inventor in the 1970s and 1980s, but it came into its own in the last decade as the cost of making the tiny chips came down to a matter of pennies. Walton made a few million dollars from the invention, enough to keep him inventing technology for the rest of his days.

“I feel good about it and gratified I could make a contribution,” Walton told me in 2004.

RFID is expected to generate $6 billion in worldwide revenue in 2011, according to ABI Research. The chips are used in access control, car immobilization, electronic toll collection, electronic document identification, dog tags, asset management, baggage handling, cargo tracking, contactless payments and ticketing, and supply chain management.

The chips transmit information about a product’s location and use over short-range radio waves to a computer, where the data can be cross-checked with a database. Libraries use RFID readers to track books, and hospitals use them to track drug bottles. In 2007, Walton wrote a book about the things around us that we cannot see entitled, “The Space Before Your Face.”

Back in the 1970s, bar codes were the main competition. At 25 cents each, they were hard to beat. Walton’s first RFID cards cost $1.75, and so bar codes beat out RFID for use in scanning grocery items at supermarket checkout scanners.

RFID had been around in different forms before Walton created a radio-operated door lock, but his design became popular. With his tags, a tiny electrical current from a radio transceiver, or RFID reader, wakes up a dormant card and gives it enough power via the wireless connection itself. That power gives the card enough power to generate a response. Walton’s first patent to mention RFID was filed in 1983, but the first patent that he got on the technology (No. 3752960) was granted in August 1973. That patent was later reference by dozens of later inventions.

The invention earned Walton some recognition. He appeared on the TV quiz show “What’s My Line? And his invention was mentioned in articles about electronic locks in Business Week and Popular Science in 1973.

Like many inventors of his era, Walton grew up as a ham radio enthusiast. He was raised in Maryland and New York and studied electrical engineering at Cornell University. He went to work at IBM’s research labs in 1960. there, he studied analog and digital computing. In 1970, he struck out on his own as an inventor with his own company, Proximity Devices, in Sunnyvale, Calif.

He showed his RFID technology to the board of General Motors, but they rejected it as “too Buck Rogers.” In his career, he collected more than 50 patents. He went for a year without a salary. Finally, he got lucky licensing it to lock maker Schlage, which used it to make electronic locks that can open by waving a key card near a reader (pictured in a San Jose Mercury News photo at top).

The first RFID card key was passive. It used no battery power itself and was awakened when it came within six inches of a reader. It was bulky at first, but then it was integrated into chips and miniaturized over time. In 1980, he also got a patent for a digital version of RFID, which could change data on the cards. The low-cost led to its widespread adoption in the past decade.

After about a decade, Walton said he began to make good money from the patent royalties. I visited his home on a two-acre lot in the hills of Los Gatos. I recall he had a toy train set on a big pool-table-size board with all of the accompanying scenery. Walton rigged it to a pulley that would raise the board and keep it out of sight when it wasn’t in use. It was clearly the creation of a natural tinkerer. As we walked the grounds, Walton pointed out that he invented a better gopher trap as well.

In some ways, Walton’s RFID patents were bittersweet. His last royalty-bearing patent expired in the mid-1990s. That meant that he wasn’t able to cash in on a giant windfall as big entities such as Wal-Mart and the Department of Defense began in the past decade to require supplies to put RFID tags on millions of warehouse goods. Patents, by law, run out after 17 years. The old bar code rivals are still around, but RFID is here to stay.

Court finds Bush and Blair Guilty of War Crimes

Those who lobbied to have George W. Bush and Tony Blair tried for their role in the Iraq War have finally got their wish. Though the verdict of the court carries no legal weight, its supporters believe its symbolic value is beyond doubt.

The court in Malaysia where the trial took place may not have the power to convict, but the verdict against the former British and American leaders was unanimous.

“War criminals have to be dealt with – convict Bush and Blair as charged. A guilty verdict will serve as a notice to the world that war criminals may run but can never ultimately hide from truth and justice,”
the statement from the Perdana Global Peace Foundation read.

The foundation was set up by former Malaysian Prime Minister Mahathir Mohamed, who was always a staunch opponent of the war against the regime of Saddam Hussain in 2003. He previously branded Blair and Bush “child-killers”.

The tribunal, which consisted of a former federal judge and several academics, paid particular attention to the failure of the Western military to find a single weapon of mass destruction in Iraq. WMDs were cited by the Western coalition as a major reason for their military intervention. It also declared the war to be in contravention of the will of the United Nations.

“The evidence showed that the drums of war were being beaten long before the invasion. The accused in their own memoirs have admitted their intention to invade Iraq regardless of international law,” said the tribunal.

The tribunal has no powers of enforcement, and as yet there has been no response from Bush or Blair. But the Perdana Peace Foundation says it hopes to maintain pressure from the international community on the two leaders, both of whom have now retired from domestic politics.

Meanwhile, Donald Rumsfeld, the US Secretary of Defence during the Iraq War, is next on the list to have his case heard by the mock court.

Medvedev Threatens To Target U.S. Missile Shield In Europe If No Deal Is Reached.

MOSCOW — President Dmitry Medvedev said Wednesday that Russia will target the American missile defense system in Europe with its own missiles if Moscow cannot reach an agreement with Washington and NATO on how the system will be built and operated.

Medvedev said time hasn’t run out for an agreement, but he accused the United States of failing to take into account Russian concerns.

His declaration, in a televised address, comes a year after he met with the heads of NATO states in Lisbon and said Russia was willing to consider joining in on missile defense, if it could be included as an equal partner.

The American missile defense plan, which dates to the Reagan administration, was revamped two years ago into a proposed system of interceptors based on land and at sea around Europe. The Obama administration argues that this system is designed to protect against Iranian missiles, and it wants Russia’s participation. But defense officials in Moscow — which was, after all, the original target during the Cold War — argue that the missiles could easily be turned against Russia.

Medvedev’s denunciation of the West’s good faith also comes just 11 days before parliamentary elections here, and follows a string of remarks by Russian officials about the threat of NATO expansion, which is not likely to happen anytime soon.

Medvedev is stepping aside as president so that the current prime minister, Vladimir Putin, can take his place. Medvedev will be leading the United Russia party in the December parliamentary elections, and Putin says he will appoint him prime minister. Medvedev has always portrayed himself as the more Western-oriented of the two. But, with elections approaching, he has talked recently about the need to significantly increase defense spending here — over the objections of some of his key advisers.

Elections in Russia, as in other countries, tend to bring out the sabre-rattling side of politicians. But Medvedev announced his policy a day after the United States disclosed that it will no longer be sharing information with Russia as called for by the Conventional Forces in Europe treaty. That is a largely symbolic move — Russia has not abided by the treaty for the past four years — but it demonstrates a distinct cooling in relations between Moscow and Washington.

The Obama administration has also been paying considerably more attention to human rights, the political opposition and threats to a free Internet in Russia.

Medvedev said he has ordered the installation of an early warning radar system in Kaliningrad, Russia’s westernmost enclave. Missiles in what were described as the southern and western parts of Russia are to be equipped with what he called advanced counter-missile systems.

He said Russia could not participate in the missile defense system as it is designed. “We won’t agree to take part in a program that may weaken our potential of deterrence in a relatively short time — five or six or eight years,” he said.

The ancient Spartans believed that battlefield training began at birth. Those who failed the first round of selection, which took place at the ripe old age of 48 hours, were left at the foot of a mountain to die. The survivors would, in years to come, often wonder if these rejects were the lucky ones. Because to harden them up, putative Spartan warriors were subjected to a vigorous regime involving unending physical violence, severe cold, a lack of sleep and constant sexual abuse.

As with the English public schools, which used similar tactics to produce the warriors who carved out the British Empire, the Spartan regime worked; the alumni were the most feared soldiers in the eastern Mediterranean. And ever since then, military chiefs have wondered whether it may be possible to short-cut the long and demanding Spartan regime to produce a soldier who kills without care or remorse, shows no fear, can fight battle after battle without fatigue and generally behave more like a machine than a man.

In the post-war era, the future of fighting was thought to be about tanks and missiles, large impersonal machines that would fight huge battles over the open terrain of Northern Europe. The soldiers would be pressing buttons in a command centre. But despite the advent of drone aircraft, much of 21st-century warfare is turning out to be a drawn-out, messy business, fought on a human scale in the mud and dust of Afghanistan. And fought against a mercurial army of irregulars who melt away into the fields and farms once the skirmish is over. Modern soldiers are not the cannon fodder of before. Highly trained and super fit, each one represents a huge investment by the nation that sends them into battle. A soldier who is too tired to fight effectively, who has gone mad or who is suffering from severe stress is like a broken-down tank, no use to anybody. What if soldiers could be made that did not break down?

The era of The Terminator, the perfect robotic killing machine, is decades away; to date, all efforts to create a humanoid robot that can climb the stairs, let alone fight the Taliban, have been risible. But scientists are reporting breakthroughs with the next-best thing – the creation of human terminators, who feel less pain, less terror and less fatigue than "non-enhanced" soldiers and whose very bodies may be augmented by powerful machines.

Efforts to understand the brain of the soldier and put this knowledge to good use have been going on for some time. Professor Jonathan Moreno, a bioethicist at Pennsylvania State University, studies the way neuroscience is being co-opted by the military. "Right now, this is the fastest-growing area of science," he says.

The Pentagon is currently spending $400m a year researching ways to "enhance" the human fighter. The defence giant Lockheed recently unveiled its "Hulc" (Human Universal Load Carrier), a science fiction-like, battery-powered exoskeleton that allows a human to lift 100kg weights and carry them at a fast run of 16kph (10mph). The videos of the Hulc in action are truly impressive. Superman strength is one thing, but soldiers still need to sleep. In Afghanistan the average soldier in combat gets only four hours' rest a day and sleep deprivation is the single biggest factor in reducing fighting performance. Not only are tired soldiers less physically able to fight and run, they make more mistakes with the complex weapons systems at their disposal – mistakes that can prove deadly to themselves and their comrades.

Using chemistry to attack fatigue is, of course, nothing new. Two centuries ago, Prussian soldiers used cocaine to remain alert and Inca warriors used coca leaves to stay alert long before that. Since then, nicotine, amphetamines, caffeine and a new class of stimulants including the drug Modafinil have all been used successfully, to the extent that American soldiers can now operate normally even after 48 hours without sleep. Now the chemists are trying to tweak the molecular structure of this drug so that it will switch off the desire for sleep for even longer.

Tiredness is not the only psychological problem faced by soldiers. Combat is immensely stressful and although proper training means that men and women can remain focused while in mortal danger, it is afterwards that problems begin. During the Vietnam War, one in three soldiers was treated for post-traumatic stress disorder (PTSD) and in the Second World War a significant proportion of Allied conscripts never fired a shot in anger because of stress and fear before the battle had even begun. Up to now, PTSD has been treated by a mix of psychotherapy and antidepressants – effective techniques but expensive and time-consuming. But as with fatigue there may be a chemical shortcut for PTSD.

The trick is to erase unwanted memories, or at least take away their sting. Professor Roger Pitman, a psychiatrist at Harvard Medical School in the US, has been experimenting with a drug called propranolol, a "beta blocker" normally used to treat high blood pressure, which he believes can erase the effects of terrifying memories.

Professor Pitman has given the drug to young volunteers who have suffered extreme trauma in, for example, road accidents. Those given placebos suffered nightmares, and remained fearful of the road. When exposed to recordings describing their accidents they suffered typical stress responses – sweating, beating heart, dilated pupils. But those who had been on a course of propranolol showed no response at all. It was as though the trauma had not happened. For a soldier, memory-altering drugs such as this could mean violent combat becoming no more troubling, retrospectively, than a visit to the gym. "The problem is," Professor Moreno says, "what else are they blocking when they do this? Do we want a generation of veterans who return without guilt?" You may not even need drugs to short-out the unwanted side effects of battle. Dr Albert "Skip" Rizzo, a psychologist from the University of Southern California, has created a "virtual Iraq" video game, in which veterans have been able to re-enact their experiences to release pent-up stress.

Generals not only want stronger, more alert and less stressed soldiers; they want smarter ones, too. One of the most bizarre neuroscience findings in recent years is that by immersing the human brain in a powerful magnetic field, its powers of reasoning and learning are almost magically enhanced.

No one knows exactly how "transcranial magnetic stimulation" (TMS) works, but the Australian neuroscientist Professor Allan Snyder believes that magnetic fields in some way "switch off" the higher levels of mental processing that normally cloud our thoughts, allowing a "pure" form of reasoning to take over.

"Each of us could draw like a professional, do lightning-fast arithmetic," he says. In fact, some subjects in TMS experiments have acquired (temporarily) similar abilities to the rare "autistic savants", people who are able to perform astounding arithmetical feats and memorise whole telephone directories (an autistic savant was played by Dustin Hoffman in the film Rain Man).

In 2009, a US Academy of Sciences report concluded that within 20 years we could be using TMS to enhance soldiers' fighting capabilities. As Professor Moreno says, "there is talk of TMS machines being used on the battlefields within 10 years in vehicles and in 10 years more in helmets." Why? Being a soldier demands a high level of technical expertise. It is no longer just a case of pointing a gun and shooting. Even combat rifles are now "systems" and mastering battlefield electronics requires a lot of training.

It may seem clear that if you could create a man with no scruples, who feels little pain and no fear, you would have an excellent fighting machine, but this may be a case of be careful what you wish for. We get scared for a reason – to avoid danger to ourselves and others. Fatigue may force us to rest before sustaining damaging injury. Even post-traumatic stress disorder may have a beneficial role. Moral scruples help soldiers to act as an effective team – in battle, troops will always say they are fighting for their mates before Queen and country.

Take away the humanity of the soldiers and there is a danger that the battles and wars we fight will become inhuman as well. Most of all there is, surely, a danger that these techniques, far from producing better soldiers, will actually produce a squad of zoned-out zombies, who will be no match for the determined, driven and highly motivated zealots of the Taliban.

It is difficult to imagine what it feels like to be Gulnaz. She was only 19-years-old when she was raped and impregnated by her cousin’s husband in Afghanistan. If that were not bad enough, Gulnaz, along with her baby, are serving a 12-year prison sentence for her “crime” — the crime of being raped — or, as the authorities put it: dishonoring her family by having sexual intercourse out of wedlock.

“He had filthy clothes on as he does metal and construction work. When my mother went out, he came into my house and he closed doors and windows. I started screaming, but he shut me up by putting his hands on my mouth,” Gulnaz said of her rapist.

Now, the only hope for Gulnaz if she wishes to escape prison is to marry her rapist. The move would purportedly restore her honor. An unattractive choice made all the more fruitless by the fact that, if freed, Gulnaz could still face an honor killing by either her rapist’s family, or her own.

“I was asked if I wanted to start a new life by getting released, by marrying this man,” she told CNN in an interview. “My answer was that one man dishonored me, and I want to stay with that man.”

“My daughter is a little innocent child. Who knew I would have a child in this way. A lot of people told me that after your daughter’s born give it to someone else, but my aunt told me to keep her as proof of my innocence.”

Bird Flu Research Rattles Bioterrorism Field.

Scientists and security specialists are in the midst of a fierce debate over recent experiments on a strain of bird flu virus that made it more contagious.

The big question: Should the results be made public?

Critics say doing so could potentially reveal how to make powerful new bioweapons.

The H5N1 virus has been circulating among birds and other animals in recent years. It's also infected about 500 people. More than half died. But this dangerous virus has not caused widespread human disease because, so far, sick people haven't been very contagious.

If the virus evolves to spread as easily between people as seasonal flu, however, it could cause a devastating global pandemic. So in an attempt to stay ahead of H5N1, scientists have been tweaking its genes in the lab to learn more about how this virus works, and what it is capable of.

In September, one scientist made a stunning announcement. At a flu conference held in Malta, he said he'd done a lab experiment that resulted in bird flu virus becoming highly contagious between ferrets — the animal model used to study human flu infection. It seemed that just five mutations did the trick.

"It's just a bad idea for scientists to turn a lethal virus into a lethal and highly contagious virus. And it's a second bad idea for them to publish how they did it so others can copy it."

News of the results raised red flags for Dr. Thomas Inglesby, a bioterrorism expert and director of the Center for Biosecurity of the University of Pittsburgh Medical Center.

"It's just a bad idea for scientists to turn a lethal virus into a lethal and highly contagious virus. And it's a second bad idea for them to publish how they did it so others can copy it," says Inglesby.

No science journal has published the information yet. And Inglesby hopes none of them do.

Biology research usually has a culture of openness. Scientists report their methods and results so others can repeat their work and learn from it.

Inglesby agrees that's the way to go the vast majority of the time. But not this time. "There are some cases that I think are worth an exception to that otherwise very important scientific principle," he says. "I can only imagine that the process of deliberating about the publication of these findings is quite serious."

The researcher who presented these findings at the science meeting is virologist Ron Fouchier, of the Erasmus Medical Center in the Netherlands. NPR has learned that his work is now under scrutiny by a committee called the National Science Advisory Board for Biosecurity.

That's a committee of independent experts the U. S. government set up to give advice on how to deal with biological research that's legitimately important to science but that also could be misused. It can make nonbinding recommendations about such things as whether the findings should be published.

NPR asked Fouchier by email if he intended to publish the details of his study. He replied that he preferred not to comment until the committee made a formal decision.

Research on new and worrisome forms of influenza is a case study showing how, a decade after 9/11 and the anthrax attacks, scientists are still grappling with how to handle sensitive biological research, says John Steinbruner, director of the Center for International and Security Studies at the University of Maryland.

"We really do need to develop a better oversight process and a better way of organizing global judgments about very, very dangerous lines of research," says Steinbruner. "And we haven't yet done it."

Scientists say they do think hard about these issues. Princeton's Lynn Enquist, editor in chief of the Journal of Virology, says he and his colleagues carefully considered whether to publish a flu study submitted to the journal that appears in the December issue.

"You have to say, 'Is there more benefit than there is risk?' and that was our judgment on this one, that that was indeed the case," says Enquist.

In that experiment, researchers had taken a bird flu gene and put it in the swine flu virus that started spreading between people a couple of years ago. Mice infected with this lab-created virus got very, very sick.

But Enquist says, this altered virus didn't spread easily. And he points out that this kind of virus combination could happen as bird flu circulates out in nature.

"Scientists in the United States and all around the world are very curious as to how this thing is going to evolve because we have to be prepared for it," says Enquist. "The public would expect us to be prepared."

As part of that effort to get ready, scientists from the Centers for Disease Control and Prevention have been doing work to see how bird flu could adapt to humans. This month, in a different journal called Virology, they described how they created two new versions of the bird flu virus that could spread between ferrets in a limited way.

A spokesperson said no one from the CDC would be made available to comment. And efforts to speak with officials at the National Institutes of Health, which funds flu research, were unsuccessful.

Permanent Peoples' Tribunal accuses biotech giants Monsanto, Dow, Bayer, Syngenta,
DuPont and BASF of promoting dangerous pesticides including endosulfan, paraquat and neonicotinoids

The world's major agrochemical companies, Monsanto, Dow, Bayer, Syngenta, DuPont and BASF, will face a public tribunal in early December accused of systematic human rights violations.

They are accused of violating more than 20 instruments of international human rights law through promoting reliance on the sale and use of dangerous and unsafe pesticides including endosulfan, paraquat and neonicotinoids.

The Permanent Peoples' Tribunal (PPT), an international opinion tribunal created in 1979, will hear expert testimony from scientists, medical doctors and lawyers to prove the charges. Victims who have been injured by these products - from farmers, farmworkers, mothers and consumers from around the world - will also testify to the causes and nature of their injuries.

The cases will be heard over a four-day trial in Bangalore, India beginning December 3. While the Tribunal has no legal weight, and cannot force sanctions on companies, it aims to expose and raise awareness of large-scale human rights violations.

Pesticides Action Network (PAN) International, a global network comprised of 600 organizations in 90 countries, has spent years collecting information to bring about the indictments and is seeking justice for more than 25 specific cases - such as Silvino Talavera, an 11-year-old from Paraguay who died days after breathing in a cloud of Monsanto's RoundUp herbicide sprayed by a crop duster. The trial will also hear evidence of the link between pesticide use and a decline in bees.

The corporations, known as the 'Big 6' control 74 per cent of the global pesticide market, as well as dominating the global seed market.

Bayer rejects the allegations saying they are a 'wholesale distortion of the role of pesticides in our society.' Monsanto, Syngenta and Dow, after being contacted by the Ecologist, were unavailable for comment.

Pesticide poisonings

An estimated 355,000 people are believed to die each year from unintentional toxic chemical poisoning, according the World Health Organization, many of these from use or exposure to pesticides and other agrochemicals. Nick Mole from PAN UK said the trial would give a voice to the otherwise voiceless victims of pesticides.

'The pesticide industry is massive and incredibly powerful. It is difficult to prove corporate manslaughter even when these products are killing hundreds of people a year,' he said. 'We've spoken to people who have been abused and we are allowing them to give voice to their individual stories. We will be presenting the outcome of the Tribunal to the corporations and will be inviting their response,' he said.

It is hoped that the verdict, to be delivered on December 6, will lead to greater discussions at UN institutions on holding agrochemical corporations accountable for crimes relating to the impact of their products.

The PPT grew out of the work by Italian Senator Lelio Basso, and serves as a grassroots, ad hoc court to consider charges and to issue verdicts on complaints of human rights violations submitted by victims or their representative groups.

Since 1979, the PPT has held 35 sessions exposing various forms of human rights abuses in cases from the Bhopal disaster, Tibet sovereignty and the intervention of the US in Nicaragua.

US: Army Tests Hypersonic Weapon Over the Pacific

Honolulu - The Army on Thursday conducted its first flight test of a new weapon capable of traveling five times the speed of sound.

The Army launched the Advanced Hypersonic Weapon from the military's Pacific Missile Range Facility on Kauai at about 1:30 a.m.

The weapon's "glide vehicle" reached Kwajalein Atoll - some 2,300 miles away - in less than half an hour, said Lt. Col. Melinda Morgan, a Pentagon spokeswoman.

Earlier this year, the Congressional Research Service said in a report the Advanced Hypersonic Weapon is part of the military's program to develop "prompt global strike" weapons that would allow the U.S. to strike targets anywhere in the world with conventional weapons in as little as an hour.

The Air Force and the Defense Advanced Research Projects Agency, or DARPA, are developing a similar vehicle.

The Pentagon said the Advanced Hypersonic Weapon, or AHW, vehicle is designed to fly long ranges within the earth's atmosphere at speeds that are at least five times the speed of sound.

The objective of Thursday's test was to collect data on technologies that boost the hypersonic vehicle and allow it to glide. The Army was also testing how the vehicle performed in long-range flight.

The Congressional Research Service report said the AHW would be able to maneuver to avoid flying over third party nations as it approached its target. The weapon would use a precision guidance system to home in on the target, it said.
